Type Vintage safety pen in excellent working condition with a flexible nib

Manufacturer and Year Unknown, we can't decipher the marks on the barrel and cap. They look like a crescent moon, a star, and the letter B, but we couldn't find a maker based on this info. The nib says "Warranted 14 Ct First Qaulity" so we think it might be British.

Filling System Safety Pen, restored with a new seal. ((To use a safety pen, you uncap it, fill the barrel with ink, then operate the knob on the end of the barrel to extend the nib. The nib seals when fully extended, allowing you to write with an ink-primed nib. When you are done writing, point the nib at the ceiling and operate the knob to retract the nib. Then screw on the cap and the pen is sealed.)
Color We're not sure about the metal, but we think it is sterling. There's a pattern of very fine wavy lines.
Nib FLEXIBLE FINE, not quite full flex, but good flex (see writing sample below).
Condition Excellent condition with no dings, dents or personalization. There's a small patch of wear on one of the plain panels.
