We think that this may be some sort of prototype, perhaps a designer was noodling around with an idea for a pen shape, or an unusual clip mounting? It's essentially a solid piece of metal in two pieces, with a double-ended screw holding them together. The only hollow interior part is the threaded hole for the screw. It could work as a decorative object, or perhaps a paperweight, but it does not write.
