Product Name Non-Leakable 250 Safety. Non-Leakable is printed on the middle of the barrel and 2.50 is printed at the end of it.
Manufacturer and Year The Moore Co., made in USA -- probably 1920s. The pen was produced from the late 1980s on for around 30 years but around 1917 changed the company name from American Pen Co. to Moore.

Filling System This is a variation on the safety pen. To fill you unscrew the cap and fill the pen reservoir like an eyedropper, then push the bottom part of the barrel towards the section to extend the nib. It is slide based. This "Non-Leakable" system includes a pin in the cap to push the nib down if the user forgets to retract the nib before attaching the cap, but that still risks nib damage so please do your best to remember to slide the nib back into the barrel before capping. The system has been disassembled, restored, and tested. It is working well.
Color Black chased hard rubber with a checkerboard design.
Nib FLEXIBLE FINE Moore nib. The nib has excellent hairlines and offers very nice line variation. Please see the writing sample below.
Condition Superior condition. The checkerboard chasing looks perfect as does the main barrel imprint. The 250 at the end of the barrel is a bit difficult to read. The hard rubber is very black. There is one mark on the end of the pen that looks a bit like, "T."
