Manufacturer and Year Sailor, Japan. We're estimating 2000 for the date, as the details very closely match the pen that's being talked about in this excellent post from Bruno Taut.

Filling System Takes a Sailor converter, or cartridges. A Sailor converter is installed.
Color We believe that this pen is made of ebony wood, with several coats of lacquer over it for protection. It's a deep brown, and the woodgrain isn't obvious until you get the pen into strong light. Gold trim, and black plastic section.
Nib MEDIUM 18k gold nib, partially hooded. Medium is our guess, but we also think that the 4 on the left side of the nib indicates that it's a medium. It's smooth and lovely.
Condition Excellent + condition. There is light microscratching and handwear on the cap and barrel. The gold trim - all of it - looks fantastic, with barely any marks, and no brassing or plating wear. The section does have scratching from the cap lip. The imprints are clear. The pen ships in a velvet-lined wooden box with some paperwork, though it's not entirely clear that these were original to the pen.
