Manufacturer and Year Sheaffer, made in USA -- mid-1940s (we know it's the later version of the Crest pencil because of the white dot.)

Filling System It takes 0.9mm (or "Thin") leads which it extends via the traditional twist mechanism.
Color Black with a gold filled cap in a stepped lined pattern. Gold plated trim and a two-tone cone. It has a white dot above the clip.
Condition Superior condition. There's some handwear on the cap and barrel but the pencil looks like it's never been used. A full eraser is installed and the imprints are very clear. No cracks, chips, or plating wear. The pencil is working very well.
